I know this question is addressed to Tim, but if I can just put my two cents in--Bush reached across the aisle at the very beginning of his new administration and he and Ted Kennedy of all people came up with the No Child Left Behind act for education. It was his goal at the beginning of his administration to work with Republicans and Democrats as he had successfully done in Texas. Washington, he found, is a different town than Austin.
